South China Supervision Station Escorts the Safe and Smooth Transition of Changjiang Nuclear Power Plant Unit 3 to Commercial Operation
Recently, the Changjiang Nuclear Power Plant Unit 3, the first "Hualong One" nuclear power project constructed by Huaneng Group in the Hainan Free Trade Port, successfully completed a 168-hour full-power trial operation. The achievement of this important milestone marks that the unit has officially met the conditions for commercial operation, and also means that as an important supplement to the clean energy structure of the Hainan Free Trade Port, the project is steadily advancing toward the goal of full commissioning, injecting new vitality into local economic and social development.

Looking back at the commissioning process of Unit 3, on April 30 of this year, the unit officially completed its first fuel loading and immediately entered the most critical nuclear commissioning phase. During the commissioning period that lasted for months, every subtle parameter change in unit operation and every commissioning test was not merely a technical action, but also a severe test of various safety control capabilities, and its results directly determined whether the unit could be safely and stably put into long-term commercial operation.
To ensure that the unit smoothly passed commissioning and safely and steadily moved toward commercial operation, the South China Regional Office of Nuclear and Radiation Safety Inspection of the Ministry of Ecology and Environment arranged a large number of personnel to remain on site. The on-site supervisors participated deeply throughout the entire commissioning supervision work of the unit at various power platforms. From microscopic technical details to macroscopic management processes, they strove to hold the safety bottom line in every link, providing solid and effective supervision guarantees for the unit's successful commercial operation.

The South China Supervision Station persisted in moving the supervision threshold forward and was committed to safeguarding every key safety node. Before the unit's initial criticality, and at important junctures such as leaving the 10% rated power platform and the 87% rated power platform, the South China Supervision Station organized routine nuclear safety inspections. Through in-depth inspection and evaluation of the management effectiveness of the operating unit in multiple areas, including the quality assurance system, design capability, commissioning plan, operating procedures, and maintenance strategy, it sought to resolve possible risk hazards at the earliest stage and to tighten and consolidate the operating unit's main responsibility for nuclear safety.
In the specific implementation of on-site supervision, the South China Supervision Station strictly followed the established supervision plan and implemented selected-point supervision over commissioning activities and on-site work at various power platforms of the unit, ensuring that every commissioning activity was carried out under controlled conditions. At the same time, the supervisors also routinely attended production morning meetings, enabling them to grasp the latest developments in the commissioning process at the first opportunity and to provide timely and accurate first-hand information for subsequent safety analysis and decision-making, thereby ensuring the initiative and timeliness of supervision work.
In addition, the on-site inspection work of the South China Supervision Station also emphasized practical results, closely monitoring core indicators such as unit operating parameters, system conditions, and key equipment status. In response to various production defects and on-site abnormalities that occurred during commissioning, the supervisors promptly followed up on the handling progress, promptly analyzed and judged abnormal conditions during commissioning, and urged relevant parties to immediately carry out closed-loop rectification, ensuring that the unit always remained in a safe and controllable state at various power platforms.
From the initial first core fuel loading to the successful completion of the 168-hour full-power trial operation, the South China Supervision Station always safeguarded the bottom line of nuclear safety with a work style of "strictness, prudence, meticulousness, and practicality." Throughout the entire commissioning period, the supervisors actively tracked the handling progress of each production defect, ensuring that every potential problem could be properly resolved, strongly supporting the unit in achieving the established goal of "zero unplanned shutdowns" during commissioning and laying a solid foundation for the stable operation of the unit.
In the future, the South China Supervision Station will continue to carry forward the spirit of an iron army in ecological and environmental protection and solidly carry out follow-up operational supervision work for Changjiang Nuclear Power Plant Unit 3. Through continuous, stable, and high-quality supervision services, the South China Supervision Station will provide solid guarantees for the safe and stable operation of the unit and the healthy development of the nuclear power industry, ensuring that "Hualong One" injects a steady stream of green momentum into the Hainan Free Trade Port and safeguards the safety and brilliance of China's nuclear power.
