Rosatom Joins Forces with Prosoft-Systems and Reglab to Deepen Cooperation, Boosting Gen IV Nuclear Power and Industrial Autonomous Automation
During the "Russian Energy Week" international forum held in Moscow, JSC Rusatom Automated Control Systems (RASU), the core management entity of Rosatom's "Automation Control Systems and Electrical Engineering" Division, formally signed a strategic cooperation agreement with Prosoft-Systems LLC and its controlled subsidiary Reglab LLC. The parties will deeply integrate their technological expertise in industrial-grade hardware development, software development, and turnkey control system engineering deployment, focusing on joint hardware and software development in nuclear energy infrastructure, traditional large-scale industrial manufacturing, and renewable energy sectors, accelerating the advancement of self-reliance and controllability of Russia's domestic automation and electrical engineering key capabilities.

The long-standing industrial collaboration between the two enterprises has already played a key supporting role in the development of Russia's fourth-generation nuclear energy systems. Andrey Butko, General Director of Rusatom Automated Control Systems, noted that in the fast reactor nuclear power units of the "Proryv" (Breakthrough) project, which marks the deployment of fourth-generation advanced nuclear power technology, the station's electrical power export control system was built precisely on the joint engineering solutions of the parties. In the future, the parties will base their work on specific industrial scenarios to extend automation capabilities from the power generation side through to the upstream mineral extraction and processing segments, with the core goal of ensuring absolute safety and efficiency in the operation of the nation's critical industrial and energy facilities.
According to the agreement's plan, the joint development and engineering promotion of Automated Electricity Metering Systems (AEMS) will be an important focal point of this deepened cooperation. Such systems enable real-time collection and settlement comparison of electricity consumption data across various production processes and units, precisely tracking energy load curves at each production section, helping large industrial and mining enterprises and power plants accurately identify electricity losses from leakage and waste, tap energy-saving potential, and thereby systematically reduce energy costs throughout the entire production process.
Alexander Rasputin, Head of the Prosoft-Systems Group, stated that building on mature engineering practices in the nuclear energy sector, the parties are further expanding joint demonstrations in general industrial automation and the renewable energy industry. Advancing customized system design in combination with the most stringent process specifications of different industrial scenarios not only provides high-grade protection support for high-risk operating conditions, but also strengthens Russia's technological sovereignty in key strategic industrial categories at the underlying architecture level.
The deployment and promotion of self-reliant and controllable industrial control systems is likewise inseparable from the reserve and supply of specialized engineering and technical talent. Andrey Ulyanov, General Director of Reglab, emphasized that its independently developed "Regul" series Programmable Logic Controllers (PLC) have established a high degree of market trust in distributed control systems under complex operating conditions; to ensure standardized operation and maintenance of automation equipment, Reglab is working with various divisions of Rosatom to continuously improve teaching curricula and training bases featuring deep industry-academia-research integration. In September 2026, the "Industrial Automation" specialized teaching laboratory co-established by Reglab was officially inaugurated at the Novouralsk Technology Institute of MEPhI, becoming the first demonstration engineering training platform in the Ural region built on a university engineering highland.
As the "national team" for Russia's nuclear industry instrumentation manufacturing and automation turnkey solutions, Rosatom's Automation Control Systems and Electrical Engineering Division undertakes the overall integration tasks from design and supply to full life-cycle maintenance for dozens of operating and under-construction nuclear power units, industrial manufacturing bases, and wind and photovoltaic power stations across Russia; while Prosoft-Systems and Reglab, with their independently developed Regul controllers, Externum Distributed Control System (DCS), and AstraRegul integrated hardware and software platform, have cumulatively successfully delivered over 1,800 automation and Emergency Shutdown System (ESD) engineering projects in high-risk and critical infrastructure fields in Russia and abroad, establishing an engineering benchmark for the self-replacement of control systems across multiple industries.
